Engagement
Visit any Chapel and click the Priest or Priestess. You can buy an Engagement ring which will also give you the spell Propose. Now find your beloved, drop the ring on the ground, wait for them to pick it up, then cast Propose. If they agree, then you are engaged to be married!
Breaking an Engagement
If you change your mind, visit any Chapel and click the Priest or Priestess. Then select "Break Engagement". You will have to pay with experience. The cost is 100 times your base mana. If your mana is 1000 then it costs 100,000 experience. (1000 * 100)= 100,000
Marriage
You must wait for seven real time days, that is 168 hours of real life after you become engaged before you can marry your love. Visit any Chapel. Apparently marriage is primarily of interest to females because the FEMALE has to say "Marriage" for the Priest or Priestess to perform the ceremony. You will both receive a Love ring. Keep your ring with you at all times. If your beloved is on the same server and in an area that isn't forbidden, you can warp to their side by using the ring. Some caves, clans and other areas do not work with Love rings.
Divorce
Oh no! You made a horrible mistake! You married some cheater who doesn't know the meaning of love. Or perhaps they are a thief or some common criminal. What can you do? Simple divorce the bum! Go see the Priest or Priestess in any Chapel and say "Divorce". They will make sure that you understand by asking you some tough questions like "Does everyone says you should divorce?" Pfft, just click yes to everything; they don't need to know what is going on in your life!
This will be a hard thing to do; divorce isn't to be undertaken lightly - you will pay for it! Not as much as real life! Divorces cost 2550 times your base vita! If you are one of those nearly immortal creatures who cannot give enough experience to pay this or if you just don't have enough experience to pay for your divorce, you can opt to lose some stats. The vita or mana you choose to lose will be equal to the experience you paid to gain those stats. BUT if you are a very young person, it may not be possible to get enough experience to divorce at all. If you are not Level 99+ you may just have to stay married for a bit.
Blood Oaths
If you have found your soul brother or sister and decided that the two of you should always be there for each other, visit General Blood in Kaming's Encampment. The two of you need to be there and one of you say "Blood Oath". Each of you will pay 5,000 vita to bind your oaths. If you change your mind later on, just return and say "Blood Oath" again. You must wait 2 weeks before you can break your oath.
Oh yeah! You will pay another 5,000 vita to break your oath! Keeping your promise is important.
