This is one of the NPCs that offer creation items. Creation items use multiple skills and you can specialize in up to 3 skills at once so you have to choose carefully. In this case Carpentry, Alchemy and Metallurgy are good choices to make weapons and shields. All created items are BOD and bonded but are very good. The further you get down the list the stronger the item.
