Scribe Mountain is located on the east side of the Vale so the easiest way to get there is to enter the Vale from Buya's West Gate. Once you enter the Vale, go slightly south then east over the river. Turn south past the first gap in the mountain range till you see some steps leading up the mountain. Walk up the steps and enter Mountain Ascent. Walk across the stones at the bottom of the waterfall to reach the next area. Continue walking until you reach the Mountain Top.
